Tomas Cantrel CIO

Tom has over 16 years in the oil and gas industry as chemical engineer. He has been in charge of both refinery operations and refinery optimization. He has evaluated technologies for their technical and economic merit. As a chemical engineer Tom has helped develop processes from bench scale (in the lab) to pilot scale (on the ground) to full scale implementation. Tom has worked with all forms of oil and gas in both the laboratory and in production. Tom has also been involved in the upstream aspects of the industry. He has secured leases, evaluated properties and managed pipeline operations as well.

Randy Becker CFO

Randy has over 30 years experience in procurement, contracting and sales to the Federal, State and Local governments. He served as a Hospital Administrator for 20 years with the United States Air Force where he held positions ranging from Commander to Director for Medical Acquisitions and Supply. He was one of the Air Force Medical Service Corps representatives on the Department of Defense $1.7 billion dollar procurement for the Composite Health Care System. He has thorough knowledge of the Defense Federal Acquisition Regulations DFAR and the Federal Acquisition Regulations FAR procurement regulations and also has served on Source Selection Evaluation Boards, as both a Contracting Officer and a Contracting Officers Technical Representative. In addition, Randy also served as a planner and procurement strategist and helped develop purchasing methodologies for large-scale system procurements. He helped develop the first e-procurement payment and analysis system for the Air Force Medical Service Corps. This automated system lead to a cost savings of over 1 million dollars in paper reductions alone. Over the past twenty years, he has held Program Management positions, Sales positions and Procurement positions for several large corporations. Randy held the position of Program Manager for IT procurement and contracting for the USAF Pacific Air Force in Honolulu. He then served as Vice President for Government Sales and Purchasing for a major Medical Company. Since 2000, he has been directly involved in over 6,000 online reverse auctions with procurement values in excess of 1.2 billion dollars. He has been directly involved with writing legislation and other aspects of the reverse auction process. He is responsible for world-wide contracts supporting a wide range of procurements. Randy holds a BA degree in Economics from Park College, and a MA degree in Health Care Administration from Webster University. Randy is married and has three grown children.
